Switzerland interprets “digital/technological sovereignty” in a narrow, state-centred manner. The main concern is that the Confederation has sufficient control and capacity to act in the digital sphere in order to carry out
its public functions. The broader role of the private sector and society is addressed primarily within the “Digital Switzerland Strategy”, rather than as independent holders of “sovereignty”.
